Your instructions don't seem to be accurate.

The instructions are on your email which provided a clue of how you actually get it. You sign up to https://game.intel.com/us/ which is how you got that email. Then, as the instructions say that since they just emailed you that you can enter the giveaway, then you can enter that key provided in the email to that site you linked. That's when you can get the game.

Side note:

I actually barely monitor the site, but I've had an account with them for almost 4 years now. It seems you randomly get this email to register the code to get the game, as I did not get this email. In that case, I'd say users were already randomnly selected, so all those keys were spoken for in advance. People can't just sign up for it under the assumption they can grab a key because you announced it, but they can try to enter the other giveaways.

EDIT: I'm actually mystified by this promotion as I can't confirm this is being advertised. There is currently a free weekend running for it. It's kind of bugging me about the existence of the email and its content. Again, as I don't actually have this email despite years of having signed up for it, and therefore implies people were randomly selected. If that's the case, it's misleading on their part to include saying there's a key pool if it's already spoken for and certain people who have this access have to activate it. If there is a key pool and there was some type of promotion, you also wouldn't get an email about it unless you're subscribed to a third party (not the source) announcing the same news you could find through official channels of which I currently find none. This is rather sus on Intel's part.

Oh, and from gleaning on the OP's email on the first sentence, apparently Intel was making up for an error on the last email sent (I have no idea what one), and made up for it by giving you the key. I'm not sure if there were extra steps, but again, I don't see a genuine promotion about this and there is some malarkey going on here.

That's easy to explain: after signing up yesterday I got an email without the master key necessary to claim the Steam key. Btw. I use Intel Driver Assistant on all my Intel powered devices so Intel knows already which devices I bought when and where probably.

Well, there it is.

You're using a software tool which, based on what you basically described is because you had qualifying hardware which gets you access to get a key, which is a thing that Intel does. This is a niche sort of scheme Intel runs that gives people the benefit of getting a free game for owning certain hardware, and this is not the case of simply signing up for the newsletter and expect the key to magically appear in your email as you were trying to advertise here - which all explains how I didn't get the email since I don't even use that tool! The thing is, Intel additionally doesn't advertise this particular promotion anywhere else, which seems rather sus on Intel's part at the very least, because that would not attract people to buy gear, let alone use their tool. However, you also left out that important detail, and I doubt it would be worth advertising at all in more ways than one, given this is an excluseive arrangement.

I received the same email as the OP after signing up.  However, all the the keys for the game were already given out
