Relay Challenge was a contest by the mods where one would take a screenshot fulfilling a category they set, and at the end of like a week or two they would select winners who would get arp and i think a special border.

They haven't done it in like 2 years though. So people who are new are using the relay challenge tag for their intro to relay to get arp from that new to arena quest, I think.

When there is an actual Relay Challenge, the admin's relay explaining the contest should appear in the Announcements.
