Since when do giveaways require ARP? Doesn't that defeat the point of a giveaway even though the ARP amount (at the moment) is small.

It might help deter people from grabbing in-game rewards that they'll never use and full games that they'll never play just because they're free, possibly helping those keys instead get into the hands of people who actually want them.
