I got the tutorial +2 Twitch ARP artifact (so 17 ARP in total everyday on twitch). If I watch 15 ARP first with no artifact and then I swap the artifact, will I get +2 ARP (summing up to 17 ARP)? Or I need to start watching twitch from 0 in order to grab the +2 extra?

The "Scion of Light" one? I'm pretty sure you can get the rest after you swap it. You definitely can with the Pn295 artifact. The Pn295 is on sale now and can get an extra 15 ARP when fully upgraded, so you should get it too
