Just got to 11k lifetime ARP points and haven't got Tier 4. Was something changed recently and Tier 4 supposed to open at higher ARP value?

You need 12k ARP for Tier 4. Check out the "What is ARP?" section on this page https://na.alienwarearena.com/whatisarena
