Technically not. Tennis for Two was first created for entertainment. There were games created in the early '50s that explored programming, and quite a few of them were already made.

A game is entertainment. Tic-tac-toe is a game. Bertie the Brain was a technically a computer that was designed for people to be entertained by the gameplay, the noveltly of it, and to showcase an addition tube.
