You don't need to wait. The server knows how many fragments you have. It's just a visual bug. Upgrades will still work.

If you go to your artifacts page, click on an artifact eligible to upgrade, and click the upgrade tab, it will show the correct amount there. That shows 9 for me whereas it shows 4 on the artifact page itself.
