I actually agree, looks like another Unreal Engine 5 tech demo feeling game

Did I completely miss something or is there nothing really Portal about this?

Sure the door of the moving train lead to a new outside area but that isn't nearly the same thing and could have just been a stylistic cut.

Looks more like a singleplayer The Division with Max Payne bullet time to me.

"portal" look less Portal & more plot device for explaining RNG map, if the "we don't know where it lead" can be trusted.

Will be interesting to see more of the gameplay. The graphics look great and smooth and very realistic. I did notice that some of the game dynamics are a bit off with this. So, it'll be interesting to see what they fix or change. 
Just from the video he took out things and was hiding and no one saw where he was, yet they were shooting at where he was. Like how, unless there is more storyline to tell what type of enemies he is up against. Only time will tell, I guess. 
I agree there is not any Portal feel to it. I'm guessing they are using a Portal reference of moving between places as opening unknown doors.

It looks promising if the plot and the gameplay are implemented in the right way.
