Valve banned 100% discount

The developers of Armillo on Steam released their game for free, hoping to set a price for the game in the future and start with a 100% discount, they contacted Valve and learned that it was no longer possible to do a 100% discount. at all. The developer indicated that this is a recent change to Steam policy.

That Dev is lying to cover his rear he made a promise he had no intent to keep and so now that he was called out this is the bogus story he created to get out of it.

Because then it will be sad, although game developers can always give out their keys here on AWA

I read that and, was not actually sure, what has happened?

Dev write:
"Originally, I've promised that once I've set this game to paid, I'd give people a 100% discount for a chance for people to own it. I've contacted Steam on changing the game from free to paid as well as to also to set a 100% discount to allow people to own the game for free as soon as possible, but I've learned that they don't allow discounts at 100% on paid games, so I've messed up here."

As far I understand, DEV gave the game free, then he wanted to put a price-tag to it, eg.10$? And then he wanted to put it to market with 100% discount??
I really hope, I did not understan that correctly! :)

IMHO: Thtats just stupid!! :)
