X51 GPU No Signal, not detected by windows

So i recently upgraded my X51 with AMD RX470, things are working fine until i went to disassemble my PC to do some dust cleaning, and it suddenly gives no signal to the monitor and windows didn't detect the card. First, i assume the card is broken but it works flawlessly on my friend's and my technician's desktop, and my X51 seems only able to pickup Nvidia GPUs because i tried swapping it with a 555, 660Ti and HD7770 and to my surprise the Nvidia cards displays normally but not on AMDs.

I already tried DDU all of my graphics driver, Bios updates, Bios resets and even running the GPU power in tandem but no result.

It's very confusing it's been few days im trying to fix this issue with 0 results.

Pre-load the driver for the card only, no extra software, onto a USB.

Plug into the onboard graphics on the mobo. Should be HDMI. 

Boot into Windows Safe Mode with Networking, go to device manager, see if your graphics card is showing up. If it is, it should have a yellow caution sign next to it, if it doesn't then it's not a big deal.

Right click, uninstall the device.

WHILE IN SAFE MODE, use this tool provided by AMD themselves for cleaning up all traces of their driver and software.

Run an /sfc scannow in elevated command prompt for good measure.

Reboot/shutdown after the scan.

If you don't get any signal into the graphics card after the restart, go back to the onboard graphics and try installing the driver normally and then attempt to display using the GPU again.

Thanks for your solution method, ill try this as soon as possible, but what do you mean by Preload the driver on USB, do i install the driver in it or just copying the installer?

So i tried this method and this is what i come up with.

The GPU still doesn't show up on device manager, i also run the SFC scan and AMD cleanup tool on Safe mode. After restarting im still getting no signal from my GPU.

I also tried to install the driver but the installer itself cannot detect the GPU, and im still not getting a signal to my monitor.
