Is there any way to have like a second taskbar on second monitor that show me the actived programs that are on that particular screen.I mean like that every screen shows what it's got running individually?

I am pretty sure Windows does not have that capability (assuming you are running windows and not Linux).  You should be able to use Rainmeter and code up something that resembles a taskbar.  I would start by putting an identifier in for the screen and then the programs assigned to that screen.  you can make the task bar look however you want, set it to appear on top, bottom, etc., in front or behind everything, different colors, multiple instances of the taskbar for different screens.... quite a few options.

if your running windows 10 this is absolutely built in now, its in the taskbar settings, tick the box to turn on taskbar on all displays, then the drop down beneath it, choose "taskbar where window is open". If you're running windows 7, you need a program called Ultramon, Ive been using it for duallies since windowsXP.
