Theres no clear winner. 8400 is better in single thread intensive games(so older or less optimised games), Ryzen 2600 with 12 threads is way better if a new game is massively threaded. GTX1060 is better if the game is less compute sensitive, but still hauls massive poligon counts(Unreal 4 games), while RX580 can be better if a game uses more memory for high resolution textures(any new game with a high res texture pack addon), uses AA, or uses DX12 (new Microsoft games) or AMD optimised Vulkan(like Wolfenstein 2).
